The City of Berkeley is accepting applications for Solid Waste and Recycling Manager! Under general direction, plans, organizes, and directs, through subordinate administrative staff and supervisors, the activities of the Zero Waste Division; develops and administers a comprehensive program of solid waste management with emphasis on waste reduction through the promotion of recycling, composting and reuse, the expansion of the market for recycled material, stimulation of community interest in recycling, composting and reuse activities, and collection and disposal of residential and commercial solid waste.
The Solid Waste and Recycling Manager has division-level responsibility for developing goals, planning, and coordinating a comprehensive solid waste collection and recycling system which incorporates a variety of services, including a recycling center for curbside collection of source-grouped materials, a buyback program, drop-off centers, a salvage operation, a plant debris recovery program, and City-wide refuse residential and commercial collection. Other operations included under the Zero Waste Division are a refuse transfer station, transportation of refuse for disposal, roll-off bin service, public litter receptacle collection, and refuse and recycling services for special community activities. The Manager is responsible for policy and program development to encourage waste reduction through the promotion of recycling and to ensure that programs which are established coincide with the City’s goals and objectives in the area of solid waste management.The Zero Waste Division has approximately 87 employees and operational budget of approximately $28.5 million annually. The City Council appoints and receives advice from the City’s nine member Zero Waste Commission, which is supported by staff from the Zero Waste Division.
Required Qualifications
Education
Possession of a bachelor’s degree from an accredited college or university in environmental science, engineering, business or public administration, or a closely related field.
AND
Experience
Five (5) years of administrative managerial experience including planning, development, implementation, and management of programs and policies, with at least one (1) year of experience managing a waste collection or recycling program. Additional progressively responsible management or program planning related experience may be substituted for the college requirement on a year-for-year basis.
OTHER REQUIREMENTS
- Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver’s license as well as a satisfactory driving record.
- Must be able to attend evening and weekend meetings.
